{"id":1178,"date":"2018-04-02T04:32:14","date_gmt":"2018-04-02T04:32:14","guid":{"rendered":"http:\/\/brightoninternational.in\/teachclub\/?p=1178"},"modified":"2018-08-17T12:36:42","modified_gmt":"2018-08-17T12:36:42","slug":"rules-regulation-to-start-pre-school-in-india","status":"publish","type":"post","link":"https:\/\/brightoninternational.in\/teachclub\/rules-regulation-to-start-pre-school-in-india\/","title":{"rendered":"Rules &#038; Regulation to Start Pre School in India"},"content":{"rendered":"<p>REGULATORY GUIDELINES FOR PRIVATE\u00a0PLAY SCHOOLS<\/p>\n<p>Guidelines for regulating private play schools for the\u00a0children of the age of three to six year<\/p>\n<p>RECOGNITION FOR ESTABLISHING OR REGULATING PRIVATE PLAYSCHOOLS<\/p>\n<p>(3) Establishment of private Play School<\/p>\n<p>a) No private play school in existence on that date shall, after the expiry of six months from\u00a0the said date be run;<\/p>\n<p>b) No private play school shall be established without the recognition of the competent\u00a0authority and except in accordance with the terms and conditions specified in such\u00a0recognition, as per these guidelines.<\/p>\n<p>(4) The procedure of recognition and norms and standards for a school<\/p>\n<p>(a) The management of every private play school- in existence on the date of the enforcement\u00a0of these guidelines as per point 3 (a) and of every private play school proposed to be\u00a0established on or after that date shall make an application to the competent authority for\u00a0recognition to run such institution or to establish such institution, as the case may be;<\/p>\n<p>(b) Every such application small<\/p>\n<p>i.\u00a0be in the prescribed form as annexed;<\/p>\n<p>ii. be accompanied by such processing fee as prescribed by respective appropriate\u00a0Government; and<\/p>\n<p>iii. shall fulfill criterion for the safe and secure environment for children as per the annexed\u00a0checklist; and the visiting team constituted by the competent authority shall ensure\u00a0that all points in the checklist are fulfilled by the playschool before granting\u00a0recognition,<\/p>\n<p>iv. contain the particulars as per the following Norms and Standards,<\/p>\n\n<table id=\"tablepress-14\" class=\"tablepress tablepress-id-14\">\n<thead>\n<tr class=\"row-1\">\n\t<th class=\"column-1\">S. No<\/th><th class=\"column-2\">Item<\/th><th class=\"column-3\">Norms &amp; Standards<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-2\">\n\t<td class=\"column-1\">1<\/td><td class=\"column-2\">Staff<\/td><td class=\"column-3\">Number of Teachers- One teacher for 20 children<br \/>\nNumber of caregivers- One caregiver for 20 children<br \/>\nAdequate staff to maintain hygiene, sanitation, ensure safety, security of children in the play school<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\">2<\/td><td class=\"column-2\">Building<\/td><td class=\"column-3\">All-weather building consisting of-<br \/>\n(a) arrangements for securing the school building by boundary wall<br \/>\nor fencing<br \/>\n(b) adequate circulation area and ventilation<br \/>\n(c) a separate rest room for children;<br \/>\n(d) barrier-free access;<br \/>\n(e) separate child-friendly and disabled-friendly toilets for boys and girls;<br \/>\n(f) soap, clean cloth\/towel, garbage bin, wash basin\/sink at low level<br \/>\n(g) potable, safe and adequate drinking water facility to all children;<br \/>\n(h) a pantry (desirable);<br \/>\n(i) play area;<br \/>\n(j) CCTV surveillance (ensure security of data)<br \/>\n(k) Fire safety measures<br \/>\n(l) Periodic pest control<\/td>\n<\/tr>\n<tr class=\"row-4\">\n\t<td class=\"column-1\">3<\/td><td class=\"column-2\">Minimum number of instructional hours per day<\/td><td class=\"column-3\">3-4 hours per day as per National ECCE Policy 2013<br \/>\n(Play school should only be used as non-residential facility functional as per the prescribed number of hours per day).<\/td>\n<\/tr>\n<tr class=\"row-5\">\n\t<td class=\"column-1\">4<\/td><td class=\"column-2\">Teaching Learning Aids<\/td><td class=\"column-3\">Shall be provided to each class in adequate number in accordance with the prescribed curriculum.<\/td>\n<\/tr>\n<tr class=\"row-6\">\n\t<td class=\"column-1\">5<\/td><td class=\"column-2\">Library<\/td><td class=\"column-3\">There shall be a library in each school having reading material appropriate for early years, educational audio-visual aids.<\/td>\n<\/tr>\n<tr class=\"row-7\">\n\t<td class=\"column-1\">6<\/td><td class=\"column-2\">Play material, games and sports equipment<\/td><td class=\"column-3\">As prescribed by an authority specified by MWCD, Government of India in adequate number.<\/td>\n<\/tr>\n<tr class=\"row-8\">\n\t<td class=\"column-1\">7<\/td><td class=\"column-2\">Health<\/td><td class=\"column-3\">Basic First Aid &amp; Medicine Kit containing band-aids\/ bandages, cotton wool and disinfectants for minor injuries. ORS packets, scissors, thermometer and antiseptic ointment should also be part of the medicine kit. Arrangement for quarterly health check-up of children by a registered medical practitioner<\/td>\n<\/tr>\n<tr class=\"row-9\">\n\t<td class=\"column-1\">8<\/td><td class=\"column-2\">Records<\/td><td class=\"column-3\">a) enrolment forms of children<br \/>\nb) admission\/ enrolment register for recording profile of children and their parents including detail of both parents<br \/>\nc) attendance register of children<br \/>\nd) attendance registers of all employees<br \/>\ne) maintenance of quarterly health check-up records of children<br \/>\nf) stock register<br \/>\ng) fee record of all children<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-14 from cache -->\n<p>v. Where a play school is established before implementation of these guidelines, it shall\u00a0take steps to fulfill the norms and standards within 6 months<\/p>\n<p>vi. An affidavit that all the office bearers of the applicant organization have never been\u00a0convicted under POCSO Act, 2012; Juvenile Justice Act, 2015; and Child Labour\u00a0(Prohibition and Regulation) Act, 1986 and Child Labour (Prohibition and\u00a0Regulation) Amendment Act, 2016<\/p>\n<p>(5) Requirement with respect to Name<\/p>\n<p>(a) Every private educational institution coming under the purview of these guidelines shall\u00a0include in its name the word \u2018play school\u2019,<\/p>\n<p>(b) Subject to the provisions of point 5(a) no private play school shall style itself under any\u00a0name except in accordance with such rules as may be made in this behalf and without the\u00a0approval of the competent authority.<\/p>\n<p>(6) Grant of recognition:<\/p>\n<p>(a) On receipt of an application under point 4 the competent authority may grant or refuse to\u00a0grant the recognition after taking into consideration the particulars contained in such\u00a0application, provided that the recognition shall not be refused unless the applicant has been\u00a0given an opportunity of making his\/her representations.<\/p>\n<p>(b) The procedure of granting recognition.<\/p>\n<p>After receiving the application, the competent authority will scrutinize the\u00a0applications.<\/p>\n<p>ii. After shortlisting the proposals, a minimum two-member visit team comprising\u00a0officials, not below block-level will be formed by the competent authority to visit\u00a0the site of proposed play school\/already established play school<\/p>\n<p>iii. The visiting team will then submit its report in the prescribed format as annexed with\u00a0these guidelines, to the competent authority. After the receipt of the report, the\u00a0competent authority, if satisfied that the proposal for recognition fulfills the\u00a0objects laid down under point 4; may issue a Recognition Certificate indicating\u00a0the number of seats allotted, within a period of one month of receiving the\u00a0proposal, to establish the play school in accordance with the provisions of<\/p>\n<p>National ECCE Policy 2013 for a period of one year.<\/p>\n<p>iv. The playschool has to apply for renewal of the Recognition Certificate to the\u00a0competent authority every year.<\/p>\n<p>v. The competent authority after due diligence will renew the registration only if the\u00a0playschool fulfill all the basic requirements<\/p>\n<p>(7) Procedure for Closure<\/p>\n<p>(a) No play school shall be closed without due recognition by the competent authority to be\u00a0sought by the management by duly applying to the competent authority.<\/p>\n<p>(b) The competent authority before granting recognition for closure has to ensure that the\u00a0children are transferred to any other such play school thereby ensuring the continuity of the\u00a0session.<\/p>\n<p>(8) Power to withdraw recognition<\/p>\n<p>The competent authority may, at any time, withdraw the recognition granted under point 6,<\/p>\n<p>(a) If such recognition has been obtained by fraud, misrepresentation or suppression of\u00a0material particulars or where after obtaining the recognition there is violation of any\u00a0of the provisions of the guidelines or of any of terms or conditions or findings of\u00a0inspection under point 22, or of the recognition or of any direction issued by the\u00a0competent authority under these guidelines at any stage<\/p>\n<p>(b) If in any case NCPCR\/SCPCR\/National ECCE Council\/State ECCE Council do not\u00a0find a play school fit in their observation for the interest of child and recommend to\u00a0competent authority or appropriate Government, after consideration of competent\u00a0authority.<\/p>\n<p>(c) If the competent authority, after inquiry, finds any violation of POCSO Act, 2012 or\u00a0J.J.
